CPK proves that railway investments can be made faster according to schedules by adhering to the highest standards. A year ago, Prime Minister Mateusz Morawiecki signed an agreement for technical, economic and environmental research (STEŚ) for the Warsaw-Lodz high-speed line at the modernized Warsaw Zachodnia station. Only 12 months later, at the Lodź Fabryczna Railway Station, the company showed the recommended route, ie. investor option. This is a record pace that has not been recorded for many years with such large investments. An interactive version of the investor is available on the CPK website.
The Warsaw-Lodz branch is the first project we have started to implement STEŚ under the STEŚ Railway Program. And today, announcing the investor option exactly a year later, we are proving that railway investments in Poland can be made more efficiently and effectively by following the planned schedules.

The planned line will provide passengers with convenient access to the Port of Solidarity, while reuniting Lodz and Warsaw and halving the travel time between these cities. The history of Polish transport is entering new paths

The proposed route of the new Warsaw-Lodz line was selected on the basis of the analysis from four analyzed options, including: socio-economic, operational, technical, environmental and economic. Cost-benefit analysis, as well as multi-criteria analysis, was conducted, which included, among other issues, technical and business factors, especially social and environmental.
The selected option (W31) is the most convenient route of the new line. It guarantees the smallest collision with development, the shortest travel times and the lowest construction costs. Cost-benefit analysis (CBA) shows that it is also the most cost-effective. The main source of socio-economic benefits (about 50%) is time savings for both current railway travelers and those who change their cars to train.
The net present value of time savings for passengers (NPV) is more than 19 billion PLN. Reducing the number of accidents on roads and railways will also be significant (25% of benefits). By 2050, the number of train trips on the Warsaw-Lodz route (compared to 2019) can be expected to triple.
Consultations were held with local self-government bodies and residents of all municipalities where they operate on the proposed options. For this purpose, CPK has organized 25 open consultations and two rounds with stewards of 21 communes. At that time, the CPK received almost 19 thousand. opinions and comments taken into account during multi-criteria analysis.
The entire area was subject to nature inventory, including the four proposed options. For 14 months, experts conducted environmental observations in a total area of about 27,000 hectares. Among others, experiments were performed on habitats for plants, invertebrates, amphibians, birds and mammals, including bats.
This part of the project was completed in record time thanks to the full commitment and determination of the entire STH team. We know that CPK railway investments will significantly increase the investment attractiveness of Warsaw, Lodz and many other cities and regions.

Special attention was paid to the proper integration of the new Warsaw-Lodz line into the entire railway network. As a result, it will be connected to existing lines, for example, will allow the movement of regional highways connecting the cities of Skierniewice and Łowicz with Lodz. Platforms will be built at the station in Brzezini to connect the city to the railway network. Therefore, the investment will benefit not only for long-distance transport, but also for voivodeship connections, which provide new connections. This is a significant difference from the previous study for this generation, which was developed ten years ago.
At the next stage, the investor option will be presented by CPK for the so-called program, along with two alternatives. Environmental decision to the Regional Directorate of Environmental Protection (RDOŚ). This is the previous stage before obtaining the so-called placement decision and construction permit and its subsequent execution. According to the schedule, the high-speed line between Warsaw Zachodnia and Lodz Fabryczna will be launched at the same time as the port of Solidarno.

Thanks to this investment, passengers will reach the port of Solidar: about 15 minutes from Warsaw, about half an hour from Lodz. It will take about 45 minutes from Warsaw to Lodz (almost twice as fast as now). In the first stage, passenger trains will run at a speed of 250 km / h. The design assumptions adopted by CPK will allow it to increase it to 350 km / h in the future – if such a requirement exists.
Later, the new Warsaw-Lodz route will be extended. This will create a high-speed rail link between Warsaw, STH and Lodz, Wroclaw and Poznań, a concept sometimes referred to as “igreka”. In the coming months, we should get acquainted with the proposed investor option for the 200-kilometer section of Lodź-Wroclaw.
CPK is preparing to build 12 new railway routes from different parts of Poland to Warsaw and the new airport, including a 10-word railway line. In total, these are 30 investment tasks to be completed by the end of 2034, and almost 2,000 km of new railways.
