The first edition of the Synergy project has been launched

The session is attended by representatives of government agencies of Poland, Bulgaria, Latvia and Hungary. Thanks to the efforts of Director General Pavel owsukowski, the Varmia and Mazuri Voivodeship Office won the right to participate in this prestigious project.

The Warmia and Mazury Voivodship Office, which is attached to the most important government agencies: the Office of the Prime Minister, the Ministry of Justice, the Ministry of Development and the Patent Office of the Republic of Poland, is suitable for setting up the Synergy project. network of cooperation and exchange of experience of high-level officials of Central and Eastern Europe in order to create and implement effective public policy.

At this point, I would like to express my special gratitude to my colleagues, who, thanks to their commitment, have found themselves in this elite group. I hope that with the exchange of experience with world-class teachers (IESE Business School, Massachusetts Institute of Technology (MIT), Harvard Business School and colleagues from Hungary, Bulgaria and Latvia, we will be able to better perform our duties and meet the needs of citizens more effectively. .Varmia and Mazuri Voivodeship Director General Pavel Żukowski said.

About the SYNERGY project

the purpose of the project

The aim of the project is to develop a new education and cooperation program based on a network of public administration managers in Central and Eastern Europe and to implement the solutions developed during the implementation of the program.

Project address

  • Project participants:
    • Polish central or local government agencies,
    • Central or local governments of Central and Eastern European countries,
    • Subdivisions and subdivisions governed by the central or local authorities of Poland or the countries of Central and Eastern Europe,

will participate in the development and implementation of the recommendations developed in the case of institutions from Poland, as well as in the field of institution management.

  • Institutions will select representatives to perform management functions or coordinate the team to participate in the project:
    • central level (for example, secretaries of state, deputy secretaries of state, heads of central offices and their deputies, general directors, directors and deputies of departments and offices in ministries and central offices),
    • field level (for example, voivodes, deputy voivods, general directors and directors, and deputy heads of departments and divisions in voivodship offices and other units of local government).

Execution form

The project will be implemented in four editions. Each edition consists of two parts:

  • Education and Cooperation Program (in-patient classes for participants, covering 19 days in Poland, Bulgaria, Latvia and Hungary),
  • Executive part (preparation of the application project and application of good management practices in the participant’s institute).


The project is implemented in the framework of a transnational partnership:

  • National School of Public Administration President of the Republic of Poland Lech Kaczynski (KSAP),
  • Bulgarian Institute of Public Administration (IPA),
  • Hungarian National University of Public Services (NUPS),
  • Latvian School of Public Administration (LSPA).

Project financing

  • The project is co-financed by the state budget and European funds under the Knowledge Education Development Operational Program for 2014-2020, co-financed by the European Social Fund.

Execution project
The implementation project of the Warmia and Mazury Voivodship Office in Olsztyn aims to introduce an innovative integrated system to improve management skills by middle management.

The organization will receive support for internships, consulting care and staff training in the implementation of the new solution for the first phase.

The main value of all prepared competition applications was highly appreciated by the members of the Competition Committee. The developed management challenges and their essence emphasize the need to implement solutions for the management of the institution in public administration, developed during the implementation of the educational program.

Then what?
Over the next three months, the process of implementing the solutions proposed by the winning organization on the thematic scale of the reported management problem will be implemented. After the implementation period, the executive group of the institution will prepare a post-execution report and a shadow report by the execution consultant.
